The Eastern Visayas Youth Council (EVYC) is a non-stock, non-profit organization established in March 23, 1991 dedicated in responding to the issues faced by the Eastern Visayas region and EV migrants and refugees in Metro Manila. EVYC was established by various EV organizations and individuals from different colleges and universities in Metro Manila. Currently, Eastern Visayas is hounded by various issues which threaten the region and its people. For one, the region remains one of the most impoverished regions in the country. Cases of human rights violations are escalating. The region has been devastated when the "Butcher of Mindoro" became the "Executioner of Samar", when Maj. Gen. Jovito Palparan became the commanding general of the 8th Infantry Division. Claiming the lives of various civilians, civil libertarians, teachers, students, lawyers, workers, peasants, women and youth during his stay. Samar and the whole of Region 8 is on top priority of the Oplan Bantay Laya II that will aggravate the worsening human rights violations in the said region. The threat of mining and logging operations still haunts the region. Since Eastern Visayas is very rich in mineral resources, greedy mining companies desire to disembowel our lands and extract the rich reservoir of minerals. Mining and logging is not evil per se. Indeed, such operations are needed to foster national industrialization. However, the damages that such activities would inflict are too much of an ecological footprint for our land to bear. In this stage of global warming and climate change, we cannot afford to jeopardize one of the remaining untouched forests and biodiversity in the world just for the benefit of the few, greedy and imperialist-backed mining companies.
